Businesses could face waste disposal bills

But first the States must change a post-war legal covenant that allows St Helier residents to deposit waste at Bellozanne free of charge.

The covenant does not differentiate between domestic properties and businesses and the president of Environment and Public Services, Senator Philip Ozouf, says it is now outdated.

Environment also plan to ban paper being disposed with other rubbish in black bags over the next few years in an effort to meet new recycling targets.

Under the proposals, bin men would refuse to collect rubbish mixed with paper, as is currently the case with garden waste.

There are no plans, however, to charge households for waste disposal and Senator Ozouf has guaranteed that in his term of office he will never seek to do so.
