New toilets may have to be built on the site of the former public toilets in Broad Street to allow it to open as a food outlet.
The opening of the mini-café could be seriously delayed if Health officials insist that the staff toilets are built.
The kiosk should have been open by now, but advice given by the Health Protection department in April that staff toilets needed to be provided was not acted upon.
