The two were treated by Ambulance paramedics at the scene before being taken to hospital.
The police car siren was believed to have been on when the accident happened at 1 pm today.
Two police officers were taken to hospital but are not thought to have been seriously hurt.
The road has been closed while investigations are carried out.
