The Chamber of Commerce hired retail studies Professor Leigh Sparks to respond to the Experian report, which said more retail development was needed in the Island.
But he said it had been based on information on expenditure from 1998, that it used two different figures for the amount of retail floorspace, and that it failed to recognise the differences between trading in the UK and Jersey.
