A new rent structure is being worked on for Islanders living in States social housing.
The new rent categories are likely to relate to the state of the housing, with people in newly refurbished homes paying more than those in places that need doing up.
Housing Minister Terry Le Main said the department was currently working on restructuring rents into four categories of banding from A to D.
Under the plans, those in Band A would be of the highest standard and would attract the maximum rent, while those in Band D would have low rents as their homes would be in need of improvement.
