The telecommunications company are attempting to establish a mobile network in Jersey and have made more than 20 planning applications to put antennae in fields and on buildings across the Island.
The company say they are investing £15 million in the Island.
But the States are looking into the health impact of mobile phone bases after some Islanders voiced concerns about possible risks.
As a result, no decision can be made on the Cable & Wireless planning applications until May, and work on the network has fallen three weeks behind schedule.
