He told an audience of 250 members of the Jersey Chamber of Commerce this week that if they asked people who work for the States they would tell them that things have changed.
The Chief Minister said that far-reaching changes to the way public services are run had been put in place to improve delivery.
The public sector was now more efficient and better use was being made of public money under the new ministerial system of government.
He added that there had been significant staff reductions in a number of departments, inculding Transport and Technical Services and Housing.
