Around 50 staff will attend a series of workshops in May and a survey will be sent to all 6,380 States staff in September.
They will be asked what they think about working for the States, and how the public sector can be made more efficient.
States Chief Executive Bill Ogley said they were open to ideas from anyone working in any part of the public sector and added that all responses would be treated in strictest confidence.
