This week, Home Affairs Minister Wendy Kinnard will ask the Council of Ministers to approve the way a team will approach the problem.

The Constable of St Helier, Simon Crowcroft, will chair a steering group aimed at bringing the strategy forward.

He said issues are likely to include introducing better late-night transport services for people trying to get home after visiting pubs and nightclubs.

Another key issue, he said, would be whether it was sensible that many of those premises closed at 2 am causing large numbers of people who had consumed alcohol to spill out onto the streets at the same time.
