It was the then Harbours and Airport Committee, headed by Senator Norman, who granted the licence to Condor to carry foot-passengers and cars from Jersey to St Malo in March 2003.
The decision seriously affected Emeraude’s sales that summer and by October they were having financial problems.
The cessation of Emeraude’s Jersey-St Malo route in December 2005 was also blamed on a price war with Condor last summer.
But Senator Norman defended his decision to allow a rival company onto the route.
He said that his committee had ‘had no choice’ but to let Condor operate.
