The BBC Events team applied to host the game, as well as the Poland versus Germany match, on the grassy area behind The Bar at the waterfront but the plan became a non-starter after the police said they wanted the organisers to take responsibility for fans travelling to the site and those around the area.
The police say they provided advice to the BBC, who made their application at short notice.
They say they did not rule out the proposal, but told the organisers what the Bailiff’s Panel would expect them to do.
But violence at BBC-organised screenings of Saturday’s game in London and Liverpool have led to the cancellation of all BBC UK big screen events.
There were arrests at screenings across the UK, at which 50,000 people saw the England opener against Paraguay at the weekend.
