Despite strong opposition from the Council of Ministers, the States agreed by 25 votes to 18 to amend the Strategic Plan to include the allowance from 2007.
It is the first (and so far the only) defeat for the Council in the debate, which entered its third day today.
Senator Shenton had argued that in the face of rising energy costs, increasing numbers of elderly people would be scared to turn on their heaters this coming winter.
‘It is about giving back something to the people who built this Island,’ he said.
