From now on anyone who wants to stage a display on a beach, pier or harbour must carry out a risk assessment and have it approved by the Fire Service before the Harbours Department will grant them permission to go ahead.
The Fire Service say they would have stopped the display that started the devastating blaze if they had seen the risk assessment – but they were not sent it.
They were told about the event but were not consulted by the Vulcan Fireworks about the potential risks before they fired the display and the emergency service did not approve the fire risk assessment that was carried out by Vulcan.
The blaze was the worst in the Island for 12 years and has devastated huge swathes of the headland from Bouley Bay to Bonne Nuit.
