Sally Johnson, the chairman of the Employment Forum, said that to have backed the move would have compromised the integrity of the forum as a provider of unbiased recommendations.
The branch secretary of the Amicus trade union, Billy Doyle, resigned from the body recently because fellow members would not support a motion calling for a delay to the sale of the telecom business until employee protection laws come into force.
The majority of Jersey Telecom (JT) staff are members of Amicus, and Mr Doyle felt that the forum membership could react because it has been working on the introduction of employee protection laws in Jersey similar to regulations that have been in place in the UK for years.
