Stephen Shaw, the Prisons and Probation Ombudsman for England and Wales, said there would be no cover-up.
He was in the Island yesterday to launch an inquiry into the death of Neil Anthony Davey, who was found hanging in his cell on Saturday 2 September.
The 29-year-old former Victoria College student was being held on remand facing two charges of theft.
Mr Shaw’s independent inquiry will run parallel to those being carried out by the States police and the Deputy Viscount, Peter de Gruchy.
