After two months off the States have returned to action with the Business Plan laying out spending plans for 2007 dominating the Order Paper.
The 231-page document and 12 amendments to it will be debated over the coming days, with a ‘ministers versus scrutiny’ row likely over funding for the fifth scrutiny panel and clashes looming on issues including work permits and third party appeals.
Members will debate ministers’ spending proposals, which have gone up by 5.56% on this year, and which if approved would leave the Island £11m in deficit over 2007.
Chief Minister Frank Walker began the debate this morning saying that the Business Plan represented the enactment of the policies and initiatives that States Members had backed for 2007 in the Strategic Plan debate earlier this year.
