Deputy Breckon beat Deputy Roy Le Hérissier by just two votes to become chairman of the new Health, Social Services and Housing panel.
Three candidates had been nominated, the third being Deputy James Reed.
The first ballot resulted in Deputy Breckon and Deputy Le Hérissier each receiving 17 votes and Deputy Reed 15 votes.
The second ballot resulted in Deputy Breckon receiving 25 votes and Deputy Le Hérissier 23.
During his speech, Deputy Breckon, who is chairman of the Consumer Council, said he would take on the position with no bias or preconceptions.
‘I have no fixed agenda whatsoever.
Scrutiny should be about policies and not personalities.’
