The emergency services were called to the scene, to the left of the German observation tower and command bunker, shortly after 9 am after the crew from the Commodore Goodwill raised the alarm.
Firefighter Brett Harzo was winched down to the red Volkswagen Lupo which was still upright but in a bad condition at the bottom of the cliffs, where the tide was out.
A police spokesman said at 10.30 am that it was too early to comment any further about the circumstances of the incident.
