The proposed review of public services and the way in which they are delivered by the public sector workforce is not the only savings initiative in the draft plan.

Ministers say that all future policies must be delivered inside a financial framework that is affordable and, above all, realistic in very respect.

However, although the need to keep all States finances on a sound footing is stressed, it is proposed that this should be done without recourse to new taxes that are not already part of the Fiscal Strategy. In addition, there would be no new spending without matching efficiency savings or new income.

Meanwhile, although the principal drive in the short term would be to counter the effects of economic factors largely beyond the Island’s control, it is expected that increased prudence will eventually lead to raised standards of living.

The draft plan also acknowledges that there is public pressure for increased public sector economies and that public opinion is more than warm to the idea of the Island living within its means.
