One question on the incinerator cost: Who signed the contract?

IN view of all the ballyhoo, the fuss, the commotion, the baloney, the deceptive talk, the nonsense over our new incinerator, I find it absolutely astonishing that nobody has hit the simple nail on the head.

Anybody in business who deals in contracts involving foreign currency knows that you buy the currency forward to protect yourself against any fluctuation in the exchange rate, a simple arrangement that can be made with most banks.

The fact that our dumbos in the States or civil service failed to comprehend this basic fact is unforgiveable, and appropriate action should be taken immediately against those responsible for costing the taxpayer millions of pounds through their incompetence.

It is no good having pointless review panels just to make it look as if the States are doing something constructive, when all you have is one States Member, like Senator Shenton, questioning another one, like Senator Ozouf.

The matter is simple: who signed the contract?
