Mr Le Brocq made the claim when giving evidence to the Environment Scrutiny panel last week that is investigating the planning process involved for the new £100 million incinerator at La Collette.
For example, the former Constable said that as far back as the early 1990s officers denied that there was leachate coming from the reclamation site west of the Albert Pier.
He recounted a story of a fiery clash over the subject between the now Senator Stuart Syvret and former Public Services chief officer John Mulready as an example of how officers were unwilling to answer to politicians.
Mr Le Brocq gave evidence as a member of the Community Liaison Group set up to represent residents of the Havre des Pas area in relation to the incinerator development.
