The Health, Social Security and Housing sub-panel chaired by Senator Alan Breckon published its review into the co-ordination of services for vulnerable children today.
And it concluded that there was an immediate need for a clear line of accountability running to a single minister for services to run efficiently.

It also wants £1 million given to charitable and voluntary organisations to improve support provision.
