But the report has praised the way that the Active Card and Exercise Referral schemes have brought more people to the leisure centre.

The Education and Home Affairs Scrutiny panel, led by Deputy Roy Le Hérissier, says that more investment needs to be put into the Fort to cover maintenance, demolish the old cable car buildings and replace lost facilities on the ramparts.

And they say that the old swimming pool site should be demolished and replaced with a new pool attached to a hotel development. But they have rejected the idea of a new conference centre.
