The work, which will be done by the Future Hospital Scrutiny Review Panel, comes in response to a ministerial proposition suggesting Westmount Road as the primary option.
Under the proposals, the road would remain two-way, with areas for walking and cycling.
The panel, which is chaired by Senator Kristina Moore, is planning to investigate how the proposition was put together and whether Westmount Road is the ‘most appropriate’ option.
Its work will also explore the potential impact on nearby residents and the broader public, sustainable transport options and whether the budget of £38.7 million is realistic.
Senator Moore said that ‘any limitations’ to the access road needed to be established before building work started.
‘The panel needs to provide assurance to all those affected by this proposed option that the 70+ options were assessed appropriately and that the best option is the one that is being put forward,’ she said.
The panel is planning to hold public hearings with Chief Minister John Le Fondré and Deputy Chief Minister Lyndon Farnham on the matter.
The review is due to last until the end of January 2021, with the panel planning to publish its report before the debate on 9 February.
